On violence and other things......

As Mumbai braces itself and waits with bated breath, it is said that Balasaheb Thackeray battles for his life in what is a deserted city. The state administration has moved in a large number of reserve police and the Rapid Action Force as well to counter violence that might erupt should the Shiv Sena chief pass away. There has been a prelude with Sainiks attacking media persons a couple of days ago. Why and how violence can be justified by grieving political party workers is a question that has troubled many in our young country? While the Sikh riots of 1984, post Indira Gandhi's assassination might be qualitatively different it falls into the same genre. In more recent time the mayhem that was caused by the death of M.G.Ramachandran in Tamil Nadu and that of Cinema star and legend Rajkumar in Karnataka are a case in point.In both cases entire cities were shut down and millions of rupees and some lives lost due to looting and senseless violence by so called grieving supporters.Does this behavior have a place in a mature country? There is a pattern which plays itself out time and again and in order to protect innocent citizens administrations need to break it ( the pattern ). What does this mean? Lets look at a similar situation. The occupying American forces in Iraq had their hands full. While they expected a grateful local populace to treat them like liberators all they got was abuse and violent riots.A young American Major who viewed video footage of the riots saw a pattern after many sightings. What did he see? 1. A small crowd would first assemble. 2. The congregation would gradually grow larger with time. 3. Food hawkers would appear and set up shop as if on cue to feed the crowd. 4. The tension would grow and soon somebody would hurl a rock and all hell would break loose. The Major had a brilliant idea and requested the local administration to prevent food hawkers from setting up shop near a potentially riotous situation. Next time a crowd gathered there were no food hawkers to feed them, the restless crowd soon melted away in apparent hunger and frustration.What had the Major done? He had simply changed the pattern or changed the rules of the game? Indian administrators need to do this too. We simply cannot afford to allow lumpen elements driven by suicidal tendencies to take control of our cities.We need better strategies for crowd control.Violence is not an option anymore.

Mumbai Again!

Yesterday’s collision, between a warship and a merchant vessel, off the Sunk Rock, in Mumbai Harbor is a serious affair. More so because it involved an Indian Navy ship the Vindhyagiri, out on a sortie with civilians on board, on a lazy Sunday afternoon. The Director General of Shipping, has ordered an enquiry and in due course you will probably see the following:
1. The Captain of the Vindhyagiri will face a court martial and be crucified. 2. The Captain of the Merchant Ship will probably, have his certificate suspended and his ship arrested. 3. The civilians on board will be so traumatized that many will not sail again. 4. The company that insured the Merchant ship will pay damages quietly.

The seriousness of the situation is that, damage to a warship, is construed as an act of sabotage against the state, unless proved otherwise. Also the warship is going to be out of action for a while undergoing repairs. It is fortunate that the collision did not result in an oil spill. Mumbai has seen serious accidents too often recently to rest in comfort. Last year, apart from the Chitra-Khalijia collision, a coast guard vessel CGS Vivek sank in the port after it was hit by Panamanian vessel Global Purity in March. On August 31, two ships collided at Indira Docks, the largest dock in Mumbai Port.

Considering the location of the accident, the merchant ship should have had a pilot on board and the Harbor Control should have monitored traffic. Why this did not prevent the accident, is a mystery? Consider the fact that traffic through the Straits of Malacca, off Singapore is much heavier, but traffic control is so good that one has not heard of an accident for a great many years, now. Many of these accidents as well as terrorists landing in Mumabi through sea, are serious pointers that all is not well at Mumbai port in terms of safety and security. Considering that Mumbai is still our commercial Capital the economic fallout would be disastrous if the port is not administered with greater care. Having said that, you will in all probability once again see, the small fish being netted, while the sharks get away!The story of our times...............

Mumbai Again......

The tragedy off Mumbai port where two ships flying the Panaminian flags collided a few fays ago was waiting to happen. With the container ship shedding oilthe situation is very serious, for the residents of Mumbai. Also, the Ports of Mumbai and JNPT have since been shut down, as the 'Chitra' has dropped an unspecified number of containers into the sea, which are a navigational hazard and preclude other ships from safely entering or leaving port.

Amidst the breast beating a couple of questions need to be answered:

1. Did the two ships have Harbour pilots on board?
2. Mumbai has a fully functional Vessel Traffic Management System, which should have been guiding both ships.
3. Our disaster response and management systems have proven to inadequate again.

A laundry list of the damages.

1. Environmental disaster which is still unravelling.
2. India's financial hub shut down.
3. Huge capital loss, in terms of damage to ships and cargo, where an insurance firm is going to take a severe hit.Maybe the ships are a total write off.
4. Cost of salvaging the sinking container ship. This task is going to be tough- tough, due to the choppy seas around Mumbai, in this time of the year.
5. The possibility that the Chitra, will prove to be a permanent wreck, impeding navigation around the ports.

Initially, it was thought that there were no fatalities. That apparently is wrong.A poor police officer with limited swimming skills fell off the police patrol boat and drowned.Trust us to have the wrong people at the wrong place.The other policemen in the speed boat ( three ) also did not know swimming!!!!!!!!!!!!!!!

One can only grind one's teeth in frustration..................
